Carol A. Kachadoorian
Senior Planner

Carol Kachadoorian is a Senior Planner with more than 15 years’ experience in multi-modal transportation planning. She has a broad background in transit planning, strategic communications, project management, policy implementation, and training/workshop development. Carol is a qualified instructor for Complete Streets Policy Development and Policy Implementation workshops. Prior to joining Toole, Carol worked for over 10 years for at the Washington Metropolitan Area Transit Authority (Metro). While at Metro, she led the agency in planning for non-motorized access to the system, contributed to the development of a language access plan for Limited English Proficiency customers, established a new in-system signage plan for Metro’s 86 rail stations, advocated for universal design elements for the new Pentagon bus station and coordinated Metro’s Continuity of Operations Plan after 9/11. As the first manager of Alexandria, Virginia’s Office of Transit Services, Carol was instrumental in creating DASH, Alexandria, Virginia’s local bus system, and DOT, its companion taxi-based paratransit service. Carol is the daughter and granddaughter of rug makers and continues the family tradition by designing and knitting clothes for her two daughters.
