Final Report

The draft of the Final Report for the Glover Park Transportation Study will be available the last week of April 2009 for public review.


Short Term Recommendations

The public participation process, and data collection and traffic analysis tasks identified key issues for motorists, pedestrians, bicyclists and transit-users in Glover Park. To make immediate safety and mobility improvements in the study area, short term recommendations have been developed that address each mode of travel. These are improvements that are not anticipated to require substantial financial investment or to require more than approximately one year to implement. Each recommendation includes a description of the issues identified in earlier project phases and provides short term actions to address them. Approximate construction costs are also provided.

Vehicular Traffic Analysis

An analysis of vehicular traffic was conducted to report on existing traffic conditions in the study area including baseline traffic volumes as well as intersection capacity analysis and level of service. The Traffic Analysis Report provides an overview of the study area including roadway geometry, traffic volumes, signal timing, phasing and travel time and delay data. This data was used to develop and calibrate a Synchro traffic model for weekday AM and PM peak periods. The models were calibrated to accurately represent field-measured conditions.

A detailed analysis has been conducted of twenty intersections in Glover Park to improve safety and operations. The analysis includes: an assessment of motor vehicle, pedestrian, and bicycle crash data, observations of motorist behavior and intersection operations and the impact on safety of all Modes, report on pedestrian signal timing, and diagrams of existing facilities.

Existing Conditions Report

The purpose of this report is to detail the existing conditions of the transportation system in Glover Park and identify key issues and observations regarding circulation for motorists, pedestrians, bicyclists and transit users. The findings in this report are based on field observations, review of current data, and consideration of public comments. Several strategies were used to gather public input including a project website, an online survey, an open house event and a Saturday walking tour.

  • Roadway features and operations
  • Pedestrian facilities
  • Bicycle facilities
  • Transit accommodation
  • Motor vehicle parking
  • Key intersection operation

The 2006 OP report was commissioned to investigate retail business improvement, public realm, pedestrian mobility, and parking improvement strategies along Wisconsin Avenue between Calvert Street and Whitehaven Parkway. The Glover Park Transportation Study team was tasked with assessing the feasibility of implementing the recommendations developed in the Office of Planning report.

The project team developed and evaluated three alternative roadway designs for Wisconsin Avenue between Garfield Street and Whitehaven Parkway to meet the mobility, safety, and aesthetic goals established for the corridor.
