Draft Pedestrian Master Plan Report - Comments Accepted Through June 20th, 2008

The draft Pedestrian Master Plan report is ready for public review! The draft report sets forward the vision and goals of the Plan, provides an overview of existing conditions, explains the planning process that was undertaken to complete the Master Plan, recommends new pedestrian projects and programs, establishes performance measures and sets forward a plan for implementation through the year 2018.

Priority Pedestrian Study Areas

The Pedestrian Master Plan is a citywide study to improve safety and access for pedestrians. The study is employing several strategies to address pedestrian issues, including a sidewalk gap analysis (described below), a review of DDOT's policies and procedures (to address issues such as construction zones, developer requirements, and enforcement), design guidelines and training (to update standards for pedestrian facilities such as roadways crossing treatments and traffic calming), and focused analysis in priority study areas -- 8 corridors in the District (one in each Ward) with the most pedestrians and the worst conditions for walking will be prioritized for detailed evaluation and recommended improvements.

An analysis was completed to identify these priority study areas looking at pedestrian activity, barriers to walking along and crossing the city's roads (deficiencies) and the number of pedestrian crashes. The maps below show the results of the analysis of pedestrian activity and deficiency, the full set of proposed priority corridors (many of which are being improved through other DDOT studies), and the final priority corridors which will receive further evaluation through the Pedestrian Master Plan.

Priority Corridors Identified through the Pedestrian Master Plan

Priority Corridor Recommendations – updated June 3, 2008

Detailed recommendations have been developed for each of the eight priority corridors to improve conditions for pedestrians walking along the road and crossing the road. A corridor profile, analysis and map book have been prepared for each corridor summarizing and illustrating recommended improvements. Sidewalk Gap Analysis

To improve safety and access for pedestrians, a comprehensive network of sidewalks is essential along the District's roadways. An analysis has been completed of existing sidewalk gaps on roadways in the city (including neighborhood streets as well as major corridors). A gap is defined as a missing sidewalk that is more than 10% of the length of the block. The map below shows where there is a sidewalk gap on one side of a roadway (illustrated with a red dotted line) and where there are gaps on both sides of a roadway (illustrated with a solid red line). If you are aware of missing sidewalks that are not shown on the map, please contact us.

Crash Analysis

Police-reported pedestrian crashes from the District of Columbia Traffic Accident Reporting and Analysis System (TARAS) were mapped for the years 2000 to 2005. Pedestrian fatalities occurring between 2000 and 2006 were also included. The map available for download shows the geographic distribution of pedestrian crashes throughout the District.

Pedestrian and Bicycle Design Training

DDOT hosted a two-day training session for District staff and consultants to learn about best practices in pedestrian and bicycle facility design. Toole Design Group and national expert, Michael Ronkin facilitated the training incorporating case studies from the District.
