BICYCLE AND PEDESTRIAN POLICY PLAN

Project Description
Toole Design Group (TDG) assisted the Vermont Agency of Transportation (VTrans) in developing a new Bicycle and Pedestrian Policy Plan. By analyzing the strengths and weaknesses of existing state bicycle and pedestrian policies throughout the country, TDG helped create a revised and strengthened policy for accommodating bicyclists and pedestrians in Vermont. TDG also developed new vision, goals, objectives, actions, and performance measures to move VTrans forward to fully integrating pedestrians and bicyclists into daily business.

The result was a strategic plan that helps guide the Vermont Bicycle and Pedestrian Program to focus on activities that have the greatest impacts on improving non-motorized transportation. The Plan also outlines the responsibilities of other state agencies and organizations in Vermont that will play an important role in many bicycle and pedestrian projects, programs, and initiatives.
