MARYLAND PEDESTRIAN AND BICYCLE
SAFETY EDUCATION PROGRAM

Project Description
Toole Design Group developed Maryland’s Pedestrian and Bicycle Safety Education Program. TDG’s primary role in the project was to develop and refine pedestrian (Kindergarten to 2nd Grade) and bicycle (3rd to 5th Grade) lessons, a Teacher’s Guide, and an Administrator’s Guide. The City of Rockville served as the pilot site for the program. Funding was provided by from the Maryland Highway Safety Office from 2001 through 2004 as a result of three consecutive successful grant applications prepared by TDG.
TDG wrote, incorporated photos, produced graphics, and arranged the structure of class lessons. The lessons were designed to achieve specific Maryland Learner Outcomes related to health, writing, mathematics, science, and social studies. TDG worked with an advisory committee that included the Montgomery County Public School Administration, local school teachers, local advocates and city staff.
To measure the effectiveness of the program, TDG developed pre- and post-tests, and teacher reporting forms, and conducted observations of student behavior outside of schools before and after the program was instituted.
