Project Description
As part of an on-call contract, Toole Design Group was retained by Arlington County, VA to initiate planning and design efforts for improvements to approximately three blocks of Lynn Street in the Rosslyn section of the County. The project will provide a bicycle and pedestrian esplanade linking the Key Bridge and Rosslyn while also maintaining the effective movement of vehicular traffic. Lynn Street improvements include bicycle and pedestrian facilities, geometric modifications, structural modifications to the bridge over I-66, new signing, traffic and pedestrian signals, streetscaping and landscaping including; aesthetic design features, public art and a new Key Bridge overlook on National Park Service lands.

The project involves survey, environmental documentation, public involvement, traffic analysis, structural analysis and conceptual design services. The environmental work includes the development of an Environmental Assessment as part of the National Environmental Policy Act (NEPA) process. The project also requires close coordination with numerous agencies including the Virginia Department of Transportation, National Park Service, Commission of Fine Arts and National Capital Planning Commission.
