LANCASTER COUNTY
BICYCLE AND PEDESTRIAN TRANSPORTATION PLAN

Project Description
Toole Design Group (TDG) served as the prime consultant for a comprehensive Bicycle and Pedestrian Transportation Plan for Lancaster County, PA. The county has a national reputation for high quality bicycle touring, quaint and walkable towns, and growing levels of motor vehicle traffic that has begun to degrade these qualities. The project involved close coordination with a Citizens Advisory Committee, outreach and coordination with multiple boroughs and townships in the county, extensive fieldwork on over 800 miles of county roads, and five public outreach meetings.

TDG used Bicycle Level of Service (LOS) Modeling to analyze existing conditions on 850 miles of roadways throughout the county. Pedestrian LOS was used to analyze walking conditions for 350 miles of roads. The resulting information was used to help prioritize future improvement projects. In addition, TDG worked with Steve Spindler to develop a bicycle map for public distribution entitled: Landcaster Bicycle Map: A Guide to Bicycling, Walking and Transit.
