Project Summary

Toole Design led the design and engineering of Jackson Street to achieve the City of Saint Paul’s goals of making biking and walking in the downtown area accessible and comfortable for all users.

Our staff helped the City capitalize on a utility replacement project, taking a new approach to street design from concept through construction. This project included full roadway reconstruction from building face to building face and the first segment of the Capital City Bikeway and separated pedestrian facility. We included lush landscaping, areas for congregation, shade trees, and native plants that create a parklike setting and an inviting, comfortable experience for users.

We took the project from concept to final construction plans during an accelerated, nine-month schedule. The resulting project sets the standard for innovative green streets, bikeway design, storm water management, placemaking, public art, and wayfinding.

The new streets, bike lanes, and other public investments are a vast improvement over what was there before and collectively make Custom House that much more attractive and functional.

The Capital City Bikeway surface is porous asphalt that helps with stormwater management as well as bikeway maintenance and rideability in the winter months.

 

Jackson Street is the first all-ages, all-abilities bikeway to be constructed from the Capital City Bikeway plan. Toole Design staff led this project from master plan to construction administration. and were involved in every detail of this corridor, including streetscape design, plantings, drainage and stormwater management, and traffic engineering and operations.

The design features a 12’ wide two-way, grade-separated protected bikeway, protected intersection designs, and landscaped buffers.
Landscaped buffers provided an additional level of comfort for pedestrians and cyclists, and, where space permitted, were built with bio-filtration basin systems to filter stormwater.
