Ciara Schlichting, AICP

Director of Operations, Midwestern U.S.

Ciara Schlichting is the Director of Operations for Toole Design’s offices in the Midwestern United States. Based in Minneapolis, she leads a multidisciplinary team of planners, engineers, and urban designers that work in the Midwest and across the country. Ciara has experience managing complex multimodal transportation, land use, and parks and trails projects, as well as leading community engagement programs, environmental reviews, comprehensive plans, and zoning administration. Ciara has worked on multimodal projects ranging from planning routes in the United States Bicycle Route System and statewide bicycle and pedestrian plans to community-scale bicycle and pedestrian master plans and revitalizing streets for all users.

Ciara brings her extensive background in land use and environmental planning to her multimodal transportation projects to deliver projects that balance multimodal transportation needs with community, land use, environmental, and infrastructure needs. Her work planning the Mississippi River Trail/USBR 45 helped the Minnesota Department of Transportation earn the Planning Innovation award from the Minnesota Chapter of the American Planning Association and the National Transportation Achievement Award from the American Planning Association. Her work developing the Hennepin County 2040 Bicycle Transportation Plan helped the home county of Minneapolis earn an Achievement Award from the National Association of Counties and achieve Bicycle Friendly Business and Silver Level Bicycle Friendly Community status from the League of American Bicyclists. She is also a former member of Toole Design’s Board of Directors.

Ciara is an avid cyclist, routinely using her bicycle for transportation and pleasure throughout the Twin Cities.
